SUBJECT:

REORGANIZATION OF PHYSICAL SECURITY PROGRAM AT RIVER BEND 1

On March 1, 1989, Gulf States Utilities (GSU) announced a reorganization of the physical security program at the River Bend site that involves both the GSU security department and Burns International, the guard force contractor. The

- GSU Supervisor of Nuclear Station Security, the GSU Assistant. Supervisor of Nuclear Station Security, the' Burns International Security Operations Supervisor, and the Burns Security Training Supervisor have been reassigned to other positions. The vacated positions are being filled on an interim basis by persons from GSU Corporate Security, a Burns International supervisor from another nuclear power, plant site and a training supervisor from Burns International headquarters, respectively. The Acting GSU Supervisor of Security Services will report directly to the Senior Vice President, River Bend Nuclear Group, for this interim period. Senior management at River Bend is continuing to.  ;

review the effectiveness of the security program and may make additional program '

modifications in the future. The announced changes resulted from GSU and Burns International recently completed audits of their operations at the site. The audits were conducted at-least in part as a result of SALP report recommendations. The most recent SALP report for River Bend rated the physical security program as a category 3 and GSU responded with a commitment to strengthen the program.

The licensee has responded to news media inquiries.

Neither the licensee nor the NRC plans to issue a press release. ,
