SUBJECT:

STOP WORK DRDER ISSUED TO TWO CONTRACTORS DURING REFUELING OUTAGE At 2:30 a.m. on April 13, 1989, the licensee issued a stop work order for Cooper Services and Anchor Darling contract personnel. These contractors are performing inspection and maintenance activities on the diesel generators and system valves. The stop work order was issued in response to inquiries by the NRC resident-inspectors because of several instances where the above contractors failed to adequately implement the licensee's clearance program. Required clearances will now be issued to GSU personnel. ' Work will resume as individual work packages are released under the new work rules. The licensee has completed approximately 60 percent of the second refueling outage.

Neither the licensee nor the NRC plans to issue a press release.

Tiie state of Louisiana will be informed.

Region IV received notification of this occurrence by telephone from the NRC resident inspector onsite. Region IV has informed EDO, NRR, and PA.

This information has been confirmed with a licensee representative.
