l In accordance with the terms and conditions of our NPDES Permit No.

3IB00016*CD, the purpose of this letter is to provide written notification of a

! reportable occurrence that took place at the Perry Power Plant site. Ohio l Emergency Response and the National Response Center were notified of the event (Ref. National Response Center Incident No. 3850). The following is a summary of the event.

On March 17, 1989, approximately 100 gallons of a petroleum product were discovered in a storm drain impoundment pond in the Northwest corner of the h Perry Plant site. The impoundment. consists of a concrete spillway, overflow pipe, and a steel barrier wall. It was designed to provide a quiescent zone j for runoff water from the plant site during construction as well as a method of g preventing floating material from entering Lake Erie. It is estimated that the y petroleum product entered the impoundment pond between 0830 and 1600 on

[i 3/17/89, and was contained by the barrier wall. The material in the pond was l discovered at approximately 1430 and Samsel Services, Inc. of Cleveland was j contacted immediately to expedite it's removal. Samsel arrived by 1830 on 3/17/89 and final cleanup activities were completed by 1830, 3/18/89. A heavy rainsterm during cleanup activities increased the flow through the system, resulting in a slight visible sheen on Lake Erie in the vicinity of the impoundment discharge. .

Analysis of samples collected from the pond indicate the material is kerosene mixed with a small amount of lubricating oil.
