Dear Ms. Underwood:
This letter is submitted in accordance with the National Pollutant Discharge and Elimination System j
(NPDES) permit number 31B00016*ED, Part III, Item 12.C. On March 9, a telephone notification was made to report an NPDES permit effluent limitation exceedance for Total Residual Oxidants (TRO). The following information fulfills the permit requirements, l.
The limitation which has been exceeded.
The discharge limit for TRO is 0.05 mg/L.
- 2. The extent of the exceedance.
The highest TRO content was.47 mg/L.

The cause of the exceedance.
Two systems were being treated simultaneously.

The period of the exceedance, including exact dates and times.
The exceedance occurred on 3/8/99, during the simultaneous treatment of the service water system and the circulating water system. Once both treatments were underway, the plant discharge water was sampled.

If$ncorrected, the anticipated time the exceedance is expected to continue.
. As shown in number 4, above, the TRO returned to within permit limits by 09:51.

Steps being taken to reduce, eliminate, and/or prevent recurrence of the exceedance.
The following interim actions are being taken until the problem is resolved.
The treatment of the two systems will be performed in series rather than in parallel.

Service Water chlorination feed rate will be reduced by 33E c.
Circulating Water bromination feed rate will be reduced by 33E d.
Dechlorination feed rate will be increased.
