. Operating License No. DPR-4 Docket No. 50-146 Ground-based Radiological Soil Survey On January 18, 1989, in response to a request contained in NRC Inspection Report No. 50-146/88-02, the Saxton Nuclear Experimental Corporation (SNEC) submitted a letter to NRC confirming our intent to conduct a ground-based radiological survey of the soil outside of the SNEC and Pennsylvania Electric Company (PENELEC) fences. The purpose of the' survey would be to identify potential areas of elevated contamination. The details of the proposed survey were provided to NRC during a meeting convened at the NRC Region I Offices on February 27, 1989.

The purpose of this letter is to inform you that SNEC Management has decided

- I not to conduct the large scale ground-based radiological survey at this time as previously committed. This decision has been reached based on our understanding that NRC currently plans to have the EG&G Aerial Measurements Laboratory perform a radiological aerial overflight of the Saxton site in July of 1989. As you are no doubt aware, the limited technical literature available on the topic of decommissioning related site radiological surveys frequently recommends the radiological aerial overflight as a cost effective and efficient tool to search for small areas of contamination that may be distributed across large land areas. SNEC management will decide whether er not to perform a large scale ground-based radiological survey based on the results of the aerial overflight. It should be noted that SNEC has performed a ground-based radiological fence survey; that is, a survey of the area around the fences out to distances of up to fifty (50) feet from the SNEC and PENELEC fences. This ground-based fence survey was completed on May 18, 1989. Results of the survey are on file and are available for your review.
