WASTE CLASSIFICATION OF SAXTON COMPONENTS

Dear Mr. Kuehn:

' As part of the decommissioning of the Saxton Nuclear Experimental Facility (SNEF), various facility components will be shipped offsite for disposal as radioactive waste. To ensure that shipments of radioactive waste meet the requirements of the regulations in 10 CFR Part 61, the staff has reviewed information on the Saxton docket related to the classification of radioactive waste along with information you submitted in response to a request for additional information from the NRC staff.'

One of the main concerns was the classification of large components, particularly the reactor vessel. You had proposed shipping the reactor vessel with the internals intact, classifying the waste by averaging the pressure vessel and the internals together. We reviewed the attachment of the lower core guide blocks to the lower core plate and determined that the guide blocks and the plate are permanently connected. Therefore, the staff does not object to the blending of the guide blocks and plate for waste classification purposes and each individ si internal component within the reactor vessel would meet the Class C limit. The staff reviewed the neutron activation analyses performed for the purpose of waste classification. The staff determined that your approach using the ORIGEN code is acceptable. We note that you will use the " Branch Technical Position on Concentration Average and Encapsulation," January 17,1995, for averaging concentrations in homogeneous waste types such as piping sections that are sent directly to a disposa!

Based on its review, the staff has concluded the waste classification system for components that you intend to ship for disposal as radioactive waste can be utilized without undue risk to workers, the public, or the environment and that the classification meets the requirements described in 10 CFR 61.55 and is consistent with the " Branch Technical Position on Concentration Averaging and Encapsulation."
