Saxton Nuclear Facility Operating License No. DPR-4 Docket No. 50-146 Amendment to Indemnity Agreement Reference la NRC letter dated November 27, 1989, Adams to Heward.
The above reference enclosed an amendment to our indemnity agreement reflecting the changes _to 10 CFR Part 140, " Financial Protection Requirements and Indemnity Agreements", effective July 1, 1989. The amendment, which is general and not plant specific, reflects increases in primary and secondary insurance
' premiums and clarifies certain terminology.
It thus conforms to changes made to the Price-Anderson _Act by "the Price-Anderson Amendments A'ct of 1988" which was enacted on August 20, 1988.
Based on telephone conversations between'Mr. Ira Dinitz (NRC) and Mr. Ed Pagan (GPUN), it is'our understanding that the increased insurance premiums sought are'not applicable to SNEC because of the small reactor size (less than 100

- MW ). - We were also informea that, if requested, the NRC could issue SNEC a plant specific amendment citing specific changes applicable only to SNEC.
