Saxton Nuclear Facility Operating License No. DPR-4 Docket No. 50-146 Technical Specification Change Reauest No. 53 In accordance with 10CFR 50.4(b)(1), enclosed is one (1) original of Technical Specification Change Reauest (TSCR) No. 53. In addition, ten (10) conformed copies of TSCR No. 53 are enclosed.

Also enclosed is one (1) signed copy of the Certification of Service for this reauest to the chief executives of the borough, township and county in rihich the facility is located, as well as the Bureau of Radiation Protection for the Commonwealth of Pennsylvania.

This application reauests that the Saxton Nuclear Facility outbuildings and structures be removed from the plant Technical Specifications (Tech.

Specs.) and the size of the plant's exclusion area be reduced appropriately. The outbuilding and. structures involved are the Control and Auxiliary Building, the Radioactive Waste Disposal Facility, the Refueling Water Storage Tank, the earthen Filled Drum Storage Area and the Pipe Tunnel.

Pursuant to the requirements of 10CFR 50.91(a)(1), the appropriate i analyses are attached, including the analysis of no significant hazards i consideration performed in accordance with the standards of 10CFR 50.92.

Pursuant to the requirements of 10CFR 50.91(b), a copy of this letter, the proposed changes in the Technical Specifications and our analysis of no significant hazards consideration have been provided to Mr. Thomas Gerusky, the designated representative of the Commonwealth of Pennsylvania. 3 1
