Subject:

. Saxten Nuclear Experimental Corporation Facility Operating License No. DPR-4 Docket No. 50-146 SNEC Facility Updated Safety Analysis Report Enclosed is the SNEC Facility Updated Safety Analysis Report (USAR). It is being submitted to update the previous Safety Analysis Report provided in April 1972. The update is necessary to incorporate changes commensurate with the SNEC facility condition as it makes the transition from SAFSTOR to active decommissioning and dismantlement.

The SNEC facility has been in SAFSTOR for nearly twenty-two years and the accident analyses applicable to that condition do not address the possible accident scenarios relevant to a facility involved in active decommissioning and dismantlement. As updated, the USAR incorporates accident scenarios which were determined to be applicable to active decommissioning conditions.

The new scenarios were analyzed and found to have no significant adverse public health and safety or environmentalimpact Sincerely, d
