The purpose of this letter is twofold: it withdraws Technical Specification Change Request j

(TSCR) 58 submitted on May 17,1996 and submits TSCR 59.

i Under the requirements existing at the time, TSCR 58 was considered a part of the decommissioning plan and was expected to be issued with the license amendment allowing implementation of the plan. Issuance of the revision to 10 CFR 50.82 that became effective August 28,1996 resulted in the conversion of pre-existing, un-approved decommissioning plan submittals, such as the SNEC plan, to Post-Shutdown Decommissioning Activities Reports which could not be appended by submittals like TSCRs. As a result, the proposed SNEC Decommissioning Technical Specifications are being submitted as TSCR 59. The prior submittal has been revised to conform with the legal and administrative requirements associated with the new decommissioning rule. The analysis of no significant hazards consideration is based on the accident scenarios relevant to a facility involved in active decommissioning and dismantlement as identified in the SNEC Facility Updated Safety Analysis Report dated October 25,1996.

Enclosed with this submittal is the Certificate of Service for this TSCR certifying service to the chief executives ~ of Liberty Township and Bedford County, Pennsylvania, in which the facility is located, as well as the designated representative of the Commonwealth of Pennsylvania, Bureau of Radiation Protection. It also includes an oath affinning the accuracy of the information provided.
