Decommissioning Financial Assurance for the Saxton Nuclear Experimental Corporation Facility

Dear Sir:

In response to a letter dated May 3,1999, and a follow-up conference call of May 2.0,1999, the following is provided as evidence ofJersey Central Power & Light Company, Metropolitan Edison Company and Pennsylvania Electric Company's (Saxton owners) commitment to assure the continued financial support of the decommissioning efforts of the Saxton Nue; ear Experimental Corporation (SNEC) Facility. This decommissioning effort is scheduled for completion in early 2001.

Attachment 1 indicates an estimated decommissioning trust shortfall of $6.1 million. This amounts to less than .2% of the total 1998 annual revenues of the Saxton owners. As the result of restructuring proceedings, there are rate caps in both states that prevent the owners from increasing revenues to cover the shortfall until after Saxton decommissioning is scheduled to be completed. The estimated shortfall will be covered by the general funds of the owners and in

. fact, we have already funded $2.0 million from the general funds in 1999 to support the Saxton i decommissioning work.

J As evidence of the owners commitment to complete Saxton decommissioning, Attachment 2 is an authorization by the SNEC Board of Directors funding the expenditures for Saxton 4, decommissioning through 1999 and providing an updated forecast through completion.
