l NUCLEAR PLANT UNIT 2 i

l In view of our current followup activities relating to the recent steam L generator problems at McGuire and North Anna 1, our review of Bulletin

! 88-02 responses for the Joseph F. Farley Nuclear Plant has not yet been completed. However, you have perforned an analysis pursuant to item C.2 i

of the bulletin to identify tubes susceptible to fatigue. Corrective actions i have been completed on Farley Unit 2 where necessary by that analysis.  ;

! In addition, you have completed the Westinghouse plug-in-plug modification l for 172 previously plugged tubes.

We expect to complete the plant-specific review to close out the bulletin for both Units 1 and 2 by Septenber 1989. In the neantine, we believe that the actions for Farley Unit 2 provide an adequate basis to auttorize restart from refueling outage No. 6.

Therefore, pending our final closecut of the bulletin, you should continue to implement the interim program of enhanced monitoring of primary-to-secondary l leakage pursuant to item C.1 of the bulletin On this basis, we consider l your actions on this issue are acceptable to restart Farley Unit 2 when you consider that all other restart prerequisf.tes are met.
