The Nuclear Regulatory Commission's (NRC) Office for Analysis and Evaluation of Operational Data (AE00) has recently completed an assessment of your Licensee Event Reports (LERs) for Catawba 1 and 2 as a part of the NRC's Systematic <

Assessment of Licensee Performance (SALP) program. The previous assessment of l LERs, issued on November 19, 1986, combined with this assessment were performed i i

to support a SALP period of October 1,1985, to July 31, 1987. This assessment is being forwarded at this time for your use and information in order to pattern future submittals.

The summary to the report highlights the findings of the evaluation. This is the third evaluation of Catawba 1 and 2 LERs. For the three evaluations, there has been a steady improvement in the quality of discussions in the important areas of root cause and safety consequences; however, there has been a steady decline in the quality of discussions concerning operator actions. Details of these findings, together with some items for attention, are discussed in the body of the evaluation report.
