Dear Judge Smith:

The parties have agreed to begin the hearings next week with those contentions involving the adequacy of the SPMC's Traffic Management Plan. The sequence should be as follows:

1) Michael A. Cronin, Chief of Police (Amesbury).
2) Francis O'Connor, City Marshall (Newburyport).
3) E. James Gaines, Director of Planning and Economic Development (Newburyport).
4) Albert Knowles*, Superintendent of Streets; Thomas Pulkkinen, Chairman of the Board Selectmen; Sandy Raymond, member - Board of Selectmen (West Newbury).
5) Angelo Machiros, Chairman, Board of Selectmen; Roger Merry, Chief of Police (Newbury). j
6) Frank Beevers, Acting Chief of Police - Salisbary (Mass hG).
7) Dr. Thomas Adler (Mass AG).

These witnesses will be followed by the Applicants' witnesses, Mr. Lieberman and Dr. Mileti, and then Mr. Urbanik on behalf of the NRC Staff. At that point, Mr. Donovan of the Federal Emergency Management Agency (FEMA) will be cross-examined.

1 Judge Smith March 16, 1989 Page Two The Massachusetts Attorney General anticipates that the testimony of these witnesses would be completed by the end of March or sometime in the first week of April.

The schedule for remaining testimony on contention clusters is presently being put together, and I will communicate it as it is available to facilitate the parties' preparation.
