PETITION EOR REVIf,M The Commonwealth of Massachusetts, through its Attorney General James M. Shannon, the Seacoast Anti-Pollution League, the New England Coalition on Nuclear Pollution and the Town of Hampton, New flampshire, hereby petition the Court for review of and to set aside the final agency action of the United States Nuclear Regulatory Commission ("NRC") authorizing. issuance of a license (" low-power license") permitting operation of the Seabrook Station Nuclear Power Plant at up to five percent of rated power.

That action is contained in PMhli.c_Se.ty_i.c.e__C L__0_C New Hamoshire (Seabrook Station, Units 1 and 2), CL1-88-10, 28 NRC 573 (1988) conditionally authorizing the issuance of a low-power license for Seabrook.

Those conditions were met by the January 30, 1989 decision of the NRC licensing board,
