Dear Mr. Carr:

At a recent Board of . Selectmen's meeting, a group of concerned citizens called into question a previous decision by the Board made in April of this year to participate fully in the evacuation planning of Seabrook Station.

The reasoning behind the decision was' simple and forthright, namely that a license for Seabrook Station to operate at a low power testing stage was imminent. At that point in time, the Selectmen felt it was their obligation to cooperate fully with the various state agencies in all phases of emergency disaster response planning, including the potential for an incident at the Seabrook Nuclear Power Plant. The true focus for this view point was and still is the protection of the Health, safety and Welfare of the Town and it's people. The Selectmen wou]d indeed be negligent and remiss in their duty not to provide proper direction to the Town's Department Heads and all Town employees in the matter of evacuation planning.

That does not mean however, that the Board of Selectmen are in agreement with the present Seabrook Station evacuation plan as submitted. To the contrary, the Selectmen do not feel that the present evacuation plan is either feasible or viable and in fact ,

the plan is presently judged as being seriously flawed and '

deficient.
