On behalf of the Town of Hampton, I join in the-cone.:.rn of Mr. Backus.. Throughout the ;.ast several years, it has E

been the ccncern of the Town of Hampton'that the process did not have the-appearance of impart 3ality.

This relates to December,

1985, when. the evacuation-plans were submitted without

, consultation with the Town.of Hampton officials as was carlier i

pronilsed. - ~ From that~ point there have 'been a series ' of events,-

. which if. taken together, lencl an air'of partiality to the process.

In view of Mr. Curtiss' recusal based on matters which do net, on their' face, rise to the level of the apparent interest i

conflict of Commissioner Roberts, I believe that it is' imperative-

for-the sake of the appearance of fairness of this hotly contested issue that Commissioner Roberts consider the situation

'in light of the standards set by Commissioner Curtiss.
