Dear Mr. Russell:
Pursuant to the current Nuclear Regulatory Commission's policy on cooperation with states at commercial nuclear power plants, and as the State of New Hampshire's State Liaison Officer, I am requesting access to the ongoing NRC investigation of the circumstances surrounding the shut-down of low power testing at the Seabrook Nuclear Power Facility.
I also wish to inform you that I have designated Assistant Attorney General Geoffrey M.
Huntington of the New Hampshire Office of the Attorney General as my representative, as well as the representative of the State of New Hampshire, for all purposes related to this request.

This follows and confirms my verbal request to you on this date. While I understand that the precise scope of New Hampshire's observation rights will be set forth in a more precise protocol, this request asks for the broadest participation rights'possible in the ongoing MC investigation, as well as access to all investigation reports, notes, doctments, and draf ts of documents generated as a result of Nuclear Regulatory Commission activities related to the above referenced incident.
Attorney Huntington will work with your office to formalire the necessary agreements.
