In response to your meraoranda dated August 7 and August 20, 1987, regarding offsite emergency preparedness at the Lacrosse Boiling Water Reactor (LAC 8WR),

I am providing you with information on the status of licensing activities in progress.

On May 22, 1987, the licensee, Dairyland Power Cooperative, submitted a request to the NRC asking that the status.

This request was based on thelicense be amended to a possess-but not operate permanent shutdown of the LACBWR on April 30,1987.

On July 1, 1987, the NRC published in the Federal Register a notice of the amendment request and a proposed determination that the requested action does not involve a significant hazards consideration (52 F_R 24546).

In an 1987), the NRC staf f indicated that the plant had been shut down and that allKrimm dated J fuel had been removed from the reactor vessel.

On August 4, 1987, the license was amended to a possess-but-not operate status.

In addition on August 26, 1987, the NRC received from the licensee a notarized request to modify the LACBWR Technical Specifications (Tech Specs).

The request, among other things, addresses accidents that could occur at the facility in its shutdown condition.

The licensee's submittal indicates that in the event of a severe accident involving the stored spent fuel, the re-suiting whole body radiation dose at the site boundary would be less than 50 mrem.

This dose is well below the lower range of the Environmental Protec-tion Agency (EPA) Protective Action Guides (PAGs) at which offsite protective actions should be considered (1 rem whole body and 5 rem thyroid).

The NRC will perform a detailed analysis and review of the information in the licensee's formal request to change the Tech Specs.

However, on the basis of preliminary review, the licensee's assessment appears reasonable and our supports the conclusion that tne scope of emergency planning for the LACBWR can be limited to onsite activities only.

Of course, liaison with local sup-port agencies, such as the fire department, should be maintained and would be addressed in the onsite emergency plan.

Mr. Dave McLoughlin In additicr to the Tech Spec changes trentioned above, the licensee is also preparing a revised cr. site emergency plan.

As mentioned in the July 24, 1987, rnemorandum, we expect to receive this submittel in October 1987.

When we ccrnplete our detailed review of the Tech Spec changes and the revised onsite emergency plan, we will inform you of our final determinations as to the level.

Of offsite emergency preparedness, if any, needed for LAC 8WR.

In the interim, it is our view that the pursuit of corrective actions and further upgrading of the cff site plons are not warranted in light of the present status of the LAC 8WR faciijty.
