Dear Mr. Kingsley:

On January 16,1998, the NRC sent a letter to Commonwealth Edison Company (Comed) describing the results of the NRC Senior Management Meeting. That letter discussed the declining trend in performance at Comed's Quad Cities Nuclear Power Station and indicated the need for a meeting between the NRC and Comed to discuss performance at Quad Cities.

Subsequently, on March 3,1998, the NRC met with Comed in a public meeting to discuss the Systematic Assessment of Licensee Performance (SALP) for Quad Cities. At that meeting, the past and current performance at the Quad Cities Station was explored in considerable detail. As you and I discussed, the SALP meeting will suffice for the meeting described in NRC's January 16,1998, letter.
