Dear.Mr. Keppler:

The purpose of this letter is to provide additional information with respect to the conduct of the open meeting between our staffs in Chattanooga as outlined in my April 23, 1987 letter to you.

As I discussed with you on April 28, in order for everyone to understand how the various programs we have underway at Sequoyah interact, I intend to expand

~the scope of the open meeting to include all of the essential elements in our efforts to restart Unit 2. He will cover the Sequoyah Nuclear Performance Plan (Volume 2) including our views on Commissioner Asselstine's March 18 memorandum. In addition, we will present an update on my March 13, 1987 response to you on the Sequoyah Design Calculations Review and our comments on the April 9, 1987 letter to Commissioner Zech from Congressmen Dingell and Udall concerning Sequoyah.

As you can see, it is my intention to cover all of the issues concerning Sequoyah restart so that we can explain what we have done and what we intend to do. He will be in a position to respond to questions from your staff and others present at the meeting. I think it is important that this exchange take place.

I will advise you as soon as I can of the date that we can be prepared for this meeting.
