(EOP) STEP DEVIATION DOCUMENT REVIEW COMMENTS In TVA's letter to NRC dated January 19, 1990 TVA committed to resolve the Group 1 comments and concerns noted in the Westinghouse Electric Corporation review by June 1, 1990.
Resolution of these comments has not been completed because of placement of precedence on more critical COP-related activities early in this year and the subsequent decision to incorporate resolution of 1
the comments into a broader E0P upgrade effort so as to minimize the number of evolutions to the E0Ps. As stated in the January 1990 letter, there were no immediate actions required as a result of the comments, and it was expected that additional justification to clarify the deviations would resnive the majority of the comments.
Focus of efforts regarding E0Ps in early 1990 was directed at upgrading the E0P revision process as a result of weaknesses identified in resolution of the residual heat removal deadheading issue (reference Notice of Violation 50-327/90-01-01) and in incorporating changes resulting from extensive modifications implemented during the Unit 1 Cycle 4 refueling outage.
Additionally, TVA has initiated a contract with Westinghouse to implement a long-term E0P upgrade program to incorporate Revision 1A of the emergency response guidelines. _Upon consideration of the scope of this. upgrade effort and changes that would be required for the Unit 2 E0Ps this fall (due to implementation of similar extensive modifications to Unit 2 during the Unit 2 Cycle 4 refueling outage). TVA determined that resolution of the Group 1 c(mments should be incorporated into one of these efforts to minimize the number of evolutions to the E0P6. Accordingly, resolution of the Group 1 j
comments is being incorporated into the broader upgrade and revision efforts described and will be completed by start-up from the Unit 2 Cycle 4 refueling outage. The enclosure contains the revised commitment.
