Enclosed is a copy of the final exercise report for the full-participation, ingestion pathway exercise of the offsite radiological emergency response plans site-speedic to the Sequoyah Nuclear Power Plant. This report addresses the evaluation of the procedures and preparedness for the State of Tennessee and the counties within the 10-mile Emergency Planning Zone.

The State ofTennessee, the Risk Counties of Bradley and Hamilton, and the Host I County of Sequatchie participated in this exercise. The U. S. Army Corps of Engineers, U. S. Coast Guard, Nuclear Regulatory Commission, Department of Energy, Food and Drug Administration and the U. S. Department of Agriculture also participated in this exercise.

This exercise was conducted in accordance with FEMA's policies and guidance for offsite preparedness exercises. During this exercise no Deficiencies and three Areas Requiring Corrective Action were identified. The resolution of four previously l identified Areas Requiring Corrective Action was successfully demonstrated. FEMA Region IV has received the State of Tennessee's proposed corrective actions and will I

monitor the progress of these actions. The State Response is in Appendix 6 of this report.

Based on these results, the offsite radiological emergency response plans and preparedness for the State of Tennessee and the affected localjurisdictions, site-specific to the Sequoyah Nuclear Power Plant, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect I the health and safety of the public in the event of a radiological emergency at the site.

The Title 44 CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness for the State of Tennessee site-specific to the Sequoyah I Nuclear Power Plant, granted on August 7,1980, will remain in effect. j 9903160194 990303 i PDR ADOCK 05000327 l F PDR i
