APPENDIX A NOTICE OF VIOLATION UNC Naval Products Division Docket No.70-371 Montville, Connecticut License No.SNM-368 As a result of the inspection conducted on July 21-25, 1986, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions 10 CFR Part 2, Appendix C, (Enforcement Policy 1986)" the following' violation was identified:

Section 2.7.3, " Inspection", Part 1 (Criteria), of your NRC-approved license application, dated April 27, 1981, requires, in part, that nuclear cri,ticality safety inspections be conducted once each month by the Nuclear Criticality Safety Specialist or Engineer. These inspections are to be documented and main-tained as a record for at least one year.

Contrary to the above, on July 24, 1986, the inspector determined that nuclear criticality safety inspections conducted by the Nuclear Criticality Safety Specialist or Engineer during the months of January, March and May,1986 were not documented and maintained as a record.

This is a Severity Level V violation.

Pursuant to the provisions of 10 CFR 2.201, UNC Naval Products Division is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further-violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
