O APPENDIX A NOTICE OF VIOLATION United Nuclear Corporation Docket No.70-371 UNC Naval Products Based on the results of an NRC inspection conducted on August 20-22, 1980, it a p ars that one of your activities was not conducted in full compliance with ct.iditions of your NRC License No. SNM-368 as indicated below.
This item is an infraction.
License Condition 10 of License No. SNM-368 authorizes use of special nuclear materials in accordance with statements, representations and conditius in Part I of the licensee's application. Section 2.6, Nuclear and Industrial Safety Controls, of Part i requires, in part, tnat, " Operating Supervision must assure that Nuclear Criticality Safety and Health Physics control measures shall be followed as defined by or approved by NIS."
NIS Authorization No. VII-F-1, Revised 5/27/80, Health Physics Basement, Control 3 states, " Keep li uid levels in tanks RT-1 and RT-2 no higher than 11/2 inches l
above the top of the raschig rings."
Contrary to the above, on August 21, 1980, Supervision did not assure that Nuclear Criticality Safety control measures as identified by NIS Authorization VII-F-1, Revised 5/27/80, were followed in that the liquid level in tank RT-1 was allowed to be as much as 3 inches above the top of the raschig rings.
