2. Nicht Firing Qualification License Condition No. 9.6 to facility license SNM-368 requires the licen-see to complete initial night firing qualification for all security guards by January 10, 1988. On November 16, 1987, the inspector observed three members of the security organization fire the NRC-approved Night Firing Qualification Course for handguns, shotguns and rifles. Each security force member observed by the inspector qualified on each weapon. The licensee is qualifying security force personnel in groups of 3-5, there-rore, the group observed by the inspector was representative of the size of the groups the licensee takes to the range for qualification.

The licensee had installed lighting on the firing range approximately one week prior to the inspection. On November 16, 1987, prior to the start of the night firing qualification, the inspeccor noted the firing range was illuminated in excess of the 0.2 foot-candles illumination level specified in License Condition No. 9.6. The inspector questioned the excessive illumination and determined that the problem was a result of measurements taken with a new light meter that the user was not familiar with. The licensee immediately measured the illumination with another light meter that had been used onsite to measure protected area illumination levels for several years. The range lights were then adjusted to meet the required illumination level prior to the start of the qualifications. The inspector's review of records disclosed that seven members of the security organization had completed night firing qualification since the range lights had been installed. The licensee committed to requalify those persons because of the potential that they had qualified with axcessive illumination. The licensee is currently scheduled to have all night firing qualifications completed by December 24, 1987.

3. Personnel and Package Search License Condition No. 9.5 to facility license SNM-368 requires the l licensee to implement a schedule for a search program to include all personnel and packages entering the protected area by August 9, 1988.

On November 17, 1987, the inspector reviewed search records and confirmed that between 27% and 28% of the personnel and packages entering the protected area werc being searched beginning on November 9, 1987. The inspector further confirmed that the licensee has installed search equipment, established test criteria for the search equipment, and developed procedures to increase the number of personnel and package searches in accordance with the schedule contained in License Condition No. 9.5.

4. Material Access Control Area License Condition No. 9.7 to facility license SNM-368 requires the licensee to post trained armed guards at the entrance to the Material A cess Area (MAA) whenever such areas are in use. The licensee's pre-vious practice met the requirements of this new license condition. The inspector confirmed that the License Condition No. 9.7 was being compiled with.
5. Exit Interview The inspector met with licensee representatives identified in paragraph 1 at the conclusion of the inspection. At that time the purpose and scope of the inspection were summarized and the findings were presented.

At no time during the inspection was written material provided to the licensee by the inspector.
