f, APPENDIX A NOTICE OF VIOLATION UNC Naval Products Docket No.70-371 Uncasville, Connecticut License No. SNM-368 As a result of the inspection conducted on March 14, through March 18, 1988, and in accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy) (1987),
the following violation was identified:
Section 7.0 of the UNC Naval Products Training and Qualification Plan (T&QP) states, "At intervals r.ot to exceed 12 months a requalification program is used to insure that security guards / watchmen are capable of performing the assigned responsibilities listed in Section 5.1.
An annual written requalification test will be given to all security guards / watchmen. Based on the results of this exam, inoividual guards / watchmen will be reinstructed in areas indicated on the exam."
Section 5.1 of the UNC Naval Products T&QP states, "The following topics will be covered in the UNC NP Training Program....
J. Use of Non-Lethal Weapons - Self Defense 1.
Chemical Agent - Offense / Defense 2.
Baton - Offense / Defense 1.
Handcuffs 4.
Self Defense - Unarmed" Contrary to the above, the inspector determined on March 18, 1988 that the topics identified in Section 5.1, J. of the T&QP were not addressed in the annual requalification tests and the guards / watchmen were not retrained in these topics in the 12 months prior to the inspection, r
