2. Action on Previous Inspection Items [

(Closed) 86-08-02 IFI - To verify the licensee's engineering factor used for U-235 content on certain inventory items, twenty six sections from  ;

two elements, with assigned U-235 values, were sent to the New Brunswick i Laboratory (NBL) for analysis. The analysis was completed and a  :

comparison made to .he assigned U-235 values for each section. Three f sections had a delta gram U-235 discrepancy greater than 0.1 gram U-235.  ;

The licensee's Design Engineering section revised their measurement {

procedure for generating the factor and corrected the previous assigned '

. U-235 values.

L The inspectors observed an analyst perform a test on three of the standards using the spectrophotometric TOP 0 extraction procedure. This ,

procedure is used to analyze low level uranium concentrations found in '

. laboratory waste solutions. Analysis of the licensee's control standard, '

3 negative bias. The analysis of the NRC standards also indicated a significant negative bias. The licensee initiated an investigation into the possibility of the spectrophotometer malfunctioning because the slope of the calibration was not changed. The licensee reanalyzed one NRC standard, control and calibration samples with another spectrophotometer.

The analytical results were in agreement. The licensee sent the malfunc-tioning spectrophotometer for repair.

The inspectors also observed another analyst, using the gravimetric Davies and Gray titration, analyze the remaining six NRC standards. The analytical results of the NRC standards were in agreement, with excellent precision and accuracy. No analytical biases were identified.

4. 30703 - Exit Interview The inspector met with the licensee representatives (denoted in para-graph 1) at the conclusion of the inspection on March 25, 1988, and summarized the scope and findings of the inspection.
