s APPENDIX A NOTICE OF VIOLATION UNC Incorporated-Docket No.70-371 UNC Naval = Products License No. SNM-368 As a result of the inspection conducted on June 18 through June 21, 1990, and-in accordance'with the " General Statement of-Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy 1990), the
. following violation was identified:
The NRC-approved UNC Naval Products Security Personnel Training and Qualifica-tion' Plan, dated June 9,'19er section 12.0, Weapons Training and Qualifications states, "UNC-NP will provie; all firearms training.
Individuals who may be required to carry a.firei >
the performance of their duties, shall be qualified with all firearms 5:J ~ will be assigned, prior to such assignment".
Contrary to the above on June 20, 1990, the inspector determined through a review of. training records that certain Tactical Response Team members had not qualified with the weapon that was assigned to them.
This.it a Severity Level IV Violation (Supplement III).
Pursuant-to the provisions of 10 CFR 2.201, UNC Naval Products is hereby required to submit to this office within thirty days of.the.date of the letter
'which transmitted this Notice,~a written statement or explanation in reply, includ'ng: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid lfurther viciations;-
and (3) the date when full compliance will tre achieved. Where good cause is' shown, consideration will be gi'en to extending this response time.
