Subject:
PROPOSED IMPOSITION OF CIVIL PENALTY - $12,500 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Twelve Thousand Five Hundred Dollars ($12,500) will be issued on or about June 13, 1988 to UNC Naval Products, Inc. This action is based on several violations including: (1) failure, on a number survey theof occasions,conditions; radiological to adequately (measure
- 2) failure airborne control to adequately activitythe and adequately amount and direction of ventilation flow; (3) a lack of adequate procedures for implementing the radiation safety program; and (4) failure to perforn adequate audits of the radiation safety program. The escalation and mitigation factors in the Enforcement Policy were considered and no adjustment has been deemed appropriate.
It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:

Telephone Notification of Licensee June 13, 1988 The State of Connecticut will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
