SUMMARY
Scope:
The areas given limited examination during this routine announced SSNM material control and accounting safeguards inspection included facility organization and management controls, facility operations and internal controls, measurement systems, measurement control and statistics, physical inventory and various records and reports.
The inspectors also discussed with licensee management ramifications involving UNC's SSNM material control and accounting safeguards program due to the announced closing down of the UNC Naval Products Division now scheduled to be accomplished by the end of calendar year 1992.
Results: With the exception of the three inspector follow-up items (IFI's) noted below (see Enclosure 2 for details), the licensee appears to have established, implemented and is maintaining adequate SSNM MC&A systems to ensure that the performance objectives of 10 CFR 74.51(a)(1) i through (5) are met.

The input data for calculating the standard error of the l
inventory difference (SEID) needs to be reviewed by the licensee. The quantities used to calculate the SEID are not in l
l agreement with the inventory difference (10). The review is to L
be completed no later than June 29, 1990.

Results will be reviewed with the licensee at a later date.
Discussions with licensee management lead the inspectors to conclude i
that the announced UNC Naval Products Division close-down has had no adverse HC&A safeguards implications to date. The conclusion was also drawn that at the present and foreseeable near-term UNC staffing levels are adequate to perfom required MC&A safeguards 1
activities.
