Division of Radiation Safety and Safeguards Inspection Summary: Unannounced Physical Security Inspection on-March 19-22, 1990 (Report No. 70-371/90-03)

Areas Inspected:

Locks, Keys and Combinations; Compensatory Measures; Access Control-Vehicles; Detection Aids, Protected and Material Access Areas, and Implementation of the Comparability Upgrades.

Results: The licensee was in compliance with security plan requirements in-the areas inspected.

Locks. Keys and Combinations

1 The inspector reviewed the installation, storage, rotation and associa'ted.

U records for all locks, keys and. combinations.

The; inspector noted that the recent' layoffs of personnel has resulted in the necessity.to change the

combinations on a large number of locks for which laid off personnel:had-access. These combinations were' changed in a timely manner.

The i

licensee's lock, key and c'ombination program was being implementea in accordance with the NRC-approved Security Plan (the-Plan).

Compensatory Measures The inspector observed the implementation of comperntory measures being utilized in conjunction with an on going major construction project u

inside the protected area. The measures were found to be in conformance with the Plan and the licensee's implementing procedures.

Access Control - Vehicles The inspector reviewed the vehicle access control procedures and

- i determined that they were as committed to in the Plan. This-i determination was made by observing vehicles being processed through the main and contractor access control points.

Detection Aids - Protected Area The inspector observed walk-through and crawl penetration-teste of selected zones of the licensee's intrusion-detection system or.

Detection Aids - Material Access Areas The inspector observed the licensee conduct tests of severa1'different alarmed portal barriers in the Material Access Areas ~on March 15 and i

16, 1988. The alarms that were tested performed'as intended,-and were in conformance with the Plan and its implementing procedures.

Implementation of Security Program Comparability Upgrades 1

- The inspector met with licer$me representatives and reviewe'd the status-1 of the comparability upgrades at various times during the inspection.-

The results of that review are as follows:'

March 30, 1990. A telephone call to the licensee after that date br the inspector confirmed that deployment had occurred on schedule.-

The licensee is currently scheduled to begin conducting tactical' i

exercises in the April 1 - June 30, 1990. quarter There will be one exercise per shift per quarter'and one-half will be force-on-force, j

completion by the end of 1990, had been put on hold pending the licensee's request for relief from some of.the regulatory' require-ments.

Licensee management stated they intended to request relief of some regulatory requirements as a result of the announcement that J

UNC will cease operations at the Montville Connecticut' facility in i

the next 3-5 years.

Exit Interview The inspector met with the licensee representatives indicated in paragraph 1 at the conclusion of the inspection v. March 22, 1990, and.

summarized the. scope and findings of the inspection.
