APPENDIX B NOTICE OF VIOLATION United Nuclear Corporation Dccket No.70-371 Naval Products Division This refers to the inspection conducted by representatives of the Region I (Philadelphia) office at the United Nuclear Corporation - Naval Products 01-vision facili*. Uncasville, Connecticut, of activities authorized by NRC License No. 5NM-368.

During this inspection conducted en July 12-18, 1979, the following apparent item of noncompliance was identified.

License Condition 10 of License No. SNM-368 authorizes use of special nuclear materials in accordance with statements, representations and conditions in Part 1 of the licensee's application.

Section 2.6 of Part 1, Nuclear and Industrial Safety Controls, requires, in part, that Operation Supervision assure that Nuclear Criticality Safety and Health Physics control measures be followed as defined by or approved by NIS (Nuclear and Industrial Safety).

NIS Authorization No. Vll-C-1, Revision 3 (April 20, 1978), Subject -Fuel Crib Storage Area, establishes zone limits for the work zone and while in transit (being moved in the crib area) as follows:

Three (3) whole elements, or One (1) piece in assembly form, or 350 grams U 235 in any other form.

Contrary to the above, on July 13, 1979, it was observed that an employee entered the work zone with four whole elements.

In addition, it was deter-mined that the work zone contained more than 350 grams b-235 prior to the fuel elements being brought into the room.

This is an infraction.
