Records and Reports-The in>pectors reviewed the following records and reports generated since theelast inspection: duty logs; testing and maintenance; and lock, key and combination changes.L All records were found to be well maintained and. were completed in accordance with commitments in the NRC-approved Security fi Plan (the Plan) and implementing procedures, 3. ~ Testing'and Maintenance The inspectors reviewed the testing and. maintenance records and procedures for thecintrusion! detection system,. metal detectors, explosives detectors,. ~ and? assessment aids.. The inspectors also observed the licensee conduct tests of personnel and package search equipment and perimeter intrusion- . detection equipment.' No' discrepancies were identified. 4' Locks, Keys and Combinations t I The iinspectors reviewed the installation, storage, rotation and associated records for all locks, keys and combinations. The inspectors noted that .the' ongoing layof ' ~of personnel has resulted in the necessity to change the combinations on a large number of locks for which those personnel.had: v. access. All combinations were found to have been changed in a timely manner. 6 The licensee's lock, key and combination program was being implemented in 4 accordance with the Plan commitments. ~ 35, Physical Barriers - Restricted Areas 4 The-inspectors observed all physical barriers that form the protected area.- perimeter and found that the barriers were installeri and maintained in .accordance with the Plan and-license conditions. -3J 6. Physical Barriers - Material Access Areas. The inspectors observed.the interior and exterior barrier features of the. Material Access Areas and found that they were installed and maintained in accordance with the Plan and license conditions. 17 Assessment Aids- _The inspectors' observed the various methods of alarm assessment used by: the licensee and confirmed that-they were in conformance with the Plan commitments and implementing procedures. 8. Access Control - Vehicles The inspectors reviewed the vehicle access control procedures and determined that they were~as committed to in the Plan. This determination was made by observing vehicles being processed through the-main access control point, 9. Detection Aids - Protected Area The inspectors observed operability tests in selected intrusion detection-system zones 'on June 19, 1990. The test results confirmed that the system performed in accordance with regulatory requirements, the Plan commitments and applicable license conditions. 10. Alarm Stations The: inspectors-confirmed.that the' operators in the Central Alarm Station (CAS) and Secondary Alarm Station (SAS) were performing their assigned dutiesiin.conformpnce with commitments in the Plan and implementing procedures.

11. - Communications

[The inspectors monitored radi) voice transmissions between the CAS and SAS-operators, and other members af the security organization and observed m 3 tests of offsite communicatiens equipment. The inspectors confirmed that-P- .the equipment and the alarm t.tation operators' performance were in accordarce Lwith the Plan commitments and implementing procedures. 4

12. ' Personnel Training and Qualifications e

The inspectors reviewed the licensee's Training and Qualification Plan and its implementation. This review included the training records for selected Tactical Response Team (TRT) members. The review disclossd that all TRT Lmembers had qualified with full stock shotguns. The review also disclosed -that approximately one-third of the TRT members had qualified with shotguns 1

L [ ~ ; * > l *. s w ie 4 that had been modified by removing the full stock and replacing it with-a pistol grip only. The inspectors then reviewed the weapon _ issue logs to determine if only those-TRT members that had qualified with the pistol gripLshotguns had been issued those weapons.- That review disclosed-that there were no controls in place to preclude issuing the pistol grip. shotguns to a TRT member.who had not qual.ified with that weapon._ The inspectors ' found that, on at least~ three-occasions during the week of the inspection, and the preceding week, TRT members who had not qualified with the pistol grip shotgun were issued such a weapon..The inspectors also noted that during a licensee conducted contingency drill, the TRT team leader was . carrying a _ pistol grip shotgun. A review of records disclosed that the team leader had not qualified with that weapon. Because familiarity with handling and the ability to qualify with the weapon ~ is affected when the full stock is modified to a short_ pistol grip type stock, those individuals who were not range qualified with'the modified weapon were not certified-in accordance with the Plan commitments. This is an apparet+. violation (70-371/90-04-01).

13. ' Exit Interview The inspectors met with the licensee's representatives (indicated in Paragraph.1) at the conclusion of the inspection on_ June 21,.1990. At
