FRPS, FRSSB Division of Radiation Safety and Safeguards Areas Inspected: Announced inspection by a region-based inspector to observe a survey conducted by the NRC contractor, the Oak Ridge Institute for Science and Education, to verify -

survey results provided by the licensee.

Results: Preliminary results indicated that the licensee had completed cleanup of the surveyed facilities in an appropriate manner, and no areas were identified during the survey that required additional cleanup or remediation to meet the NRC criteria contained in Annex C to the facility license or in the facility Decommissioning Plan. Areas surveyed included the encapsulated-material manufacturing areas, identified areas where breach of cladding may have occurred, office areas, mezzanines, the new MFP facility, and. support buildings. Additional soil samples were obtained fmm remediated areas of the incinerator pad and Septic Field No.1. No safety concerns or compliance issues were identified.

l 2.0 Confirmatory Survey 2.1 Backcround By letter dated December 22,1992, the licensee transmitted final decontamination -

and decommissioning survey data for specific portions of the Montville facility.-

These areas included the encapsulated material manufacturing areas, idendfied-areas where breach of cladding may have occurred, office a eas, mezzanines, the -

new MFP facility and support buildings. These data were eviewed by NRC Region I and Headquarters personnel, and by the' NRC contractor, Oak Ridge L Institute for Science and Education (ORISE). On the basis of this review, a number of questions were provided to the licensee. These questions are provided <

in Attachment No.~ 1 to this report. The licensee responded verbally to these-questions during this inspection and was requested to respond, in writing, to these questions subsequent to the inspection.

This was identified as Inspection Follow-up Item (IFI 70-371/93-01-01).

Prior to the conduct of this survey by ORISE personnel,' ORISE prepared and NRC approved the attached " Confirmatory Radiological Survey Plan for UNC -

Naval Products, Unaffected Indoor ' Areas (Book 4), Montville, Connecticut" (Attachment No. 2). The ORISE survey was conducted in accordance with the l

above survey plan except that several' soil. samples were taken from remediated areas of Septic _ Field No. I and the incinerator pad for analysis' Dese soil

-l samples will be analyzed by the licensee and ORISE in order to' verify the licensee's analytical methods. This modification of the survey plan was made in.

accordance with and approval of the NRC Regional Project Engineer while at the site.

2.2 Conduct of the Verification Survey ORISE personnel' conducted the verification survey discussed in Paragraph 2.1.'

3 were made on a minimum of 10 percent of the lower wall and floor grid blocks and several ceiling grid blocks during the confirmatory survey. Exposure rates were determined one meter above the surface using a pressurized ion chamber (PIC). The contamination level critcria used by the survey team are contained in Annex C to the facility license (Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source or Special Nuclear Material, dated July 1982) and the approved facility Decommissioning Plan.

Additional soil samples from remediated areas of the former incinerator pad area and Septic Field No. I were also obtained for verification analyses.

2.3 Preliminary Survey Results Preliminary reruits indicated that the licensee has completed cleanup of these areas of the facility in an appropriate manner and no areas were identified, during -

the survey, which required additional cleanup or remediation. During the survey, the survey team determined that the licensee had not provided survey data for the Building L Health Physics Office, Locker Room, Vestibule, Hallway, Support Rooms and the Building B South Janitor's Closet. Licensee representatives stated that this survey data would be provided so that confirmatory surveys can be performed in these locations in conjunca with the environmental surveys scheduled for the spring of 1993.

3.0 Exit Interview The inspector met with the licensee representatives denoted in Paragraph 1.0 at the conclusion of the inspection on February 11,1993. The ORISE senior technician and t

the inspector summarized the results of the inspection and the confirmatory survey i'

conducted by ORISE personnel. ' The inspector thanked the licensee for providing the survey team logistical support and backup when required.
