APPENDIX A NOTICE OF VIOLATION United Nuclear Corporation Docket No.70-371 UNC Naval Products Based on the results of an NRC inspection conducted on April 17-20, 1979, it appears that one of your activities was not conducted in full compliance with conditions of your NRC License No. SNM-368 as indicated below. The item is an infraction.
License Condition 10 of License No. SNM-368 authorizes usa of special nuclear materials in accordance with statements, representations and conditions in Part I of the licensee's application. Section 2.6, Nuclear and Industrial Safety Controls, of Part I requires, in part, that, " Operation Supervision must assure that Nuclear Criticality Safety and Health Physics control measures shall be followed as defined by or approved by NIS".
NIS Authorization No. VII-D-10, Revision 3 (11'1/78), Subject-Coupon Corrosion Test, for 5" Autoclave & 12" Autoclave, establishes zone limits for three (3) criticality zones as maPed.
Contrary to the above, on April 19, 1979, Operation Supervision did not assure that Nuclear Criticality Safety control measures as defined by NIS Authorization No. VII-D-10, Revision 3, were followed.
A work desk and table were not located in any of the three demarked criticality zones for the subject Corrosion Coupon Test operation.
