p 1 .i APPENDII A NOTICE OF VIOLATION UNC_ Incorporated Docket No.70-371 Uncasville; Connecticut License No. SNM-368 During'the Nuclear Regulatory Commission (NRC) inspection conducted onL December 5-9,.1988, violations of NRC requirements were identified. In

'accordance with the " General Statement of Policy and Procedure for NRC Enforcement . Actions,'.10 CFR Part 2, Appendix C-(1988), the. violations are

' listed below:

.A. 10 CFR 70.51(c). requires the licensee to " establish, maintain and follow-written material control and accounting procedures which are sufficient i

-to enable the licensee to account for special nuclear material in his  !

possession'under. license". c Contrary to-the above, the licensee failed to establish written 1 procedures for: calculating additions to and removals from' material in process; monitoring the quality of measurements with' regard to replicate-measurements of 1 process materials; and responding to indications.that-

. control measurement performed in the laboratory had exceeded control limits.

'This is-a Severity Level IV violation (Supplement III).

B. 10 CFR 70.51(e)(4)(iv) requires-the licensee to complete and maintain "a record summarizing the quantities of element and fissile isotope, as appropriate, for. ending inventory of material in process, additions to '

material in process during the material balance interval and removals from the material in process during the material balance interval".

Contrary to.the above, for the July 15 - September 16, 1988 material balance interval, the licensee's summary of the quantities of addition to material in process and removals from material in process included 1 quantities of material which did not meet the definitions of additions to and removals from material in process as specified in 10 CFR 70.51(a)(1) and (9) respectively.

This a Severity Level IV violation (Supplement III).

C. 10 CFR 70.57(b) requires the licensee to " establish and maintain a measurement control' program for special nuclear material control and accounting measurements". 10 CFR 70.57(b)(8) specifies that the " program  !

Contrary to the above, the' licensee failed to. include.in the measurement' control program the spectrophotometric measurement system used for- ,

elemental analysis of laboratory waste solutions.  !
