APPENDIX A NOTICE OF VIOLATION UNC, Naval Products Docket No.70-371 Montville, Connecticut License No. $NM-368 During an inspection conducted on March 5-8, 1990, a violation of NRC L
requirements was identified.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2, Appendix C (Enforcement Policy, 1988), the violation is set forth below.

physics control measures are followed as defined by or approved by Nuclear and Industrial Safety (NIS).
Section 2.6.1.2, " Authorizations", states that "... Authorizations shall provide formal approval for work operations and shall specify the applicable controls and conditions of the approval. All SNM approval processing handling and storage areas shall be posted with the l
authorized criticality safety limits." NIS Criticality Control Authorization Number VII-C-4, Revision 5, dated September 25, 1987, " Low Activity Waste-Storage Shipping and Receiving", issued by NIS persuant to Section 2.6.1.2 states that the storage limit is "Any number of containers two high containing equal to or less then 50 grams U-235."
The U-235 must be distributed over the drum or inner container volume.
Contrary to the above, on March 5 to 8,1990, low activity waste in SS gallon drums was stored in the Waste Storage Area of Building B-South in an unlimited two-high array, and no measurements were made to assure that the drums contained equal-to or less than 50 grams U-235 and that the U-235 was distributed over the drum volume.
This is a Severity Level IV Violation (Supplement VI 0)
Pursuant to the provisions of 10 CFR 2.201, UNC Naval Products is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
