Complete By memorandum dated September 15, 1983, input for Supplement 19 of the Diablo Canyon SER was provided to close out one of the two remaining open items iden-tified in Section 4.2.3.1 of Suppelement 18.

In accordance with the project manager's request of October 7,1983, this input has been revised to reflect the format to be used for Supplement 19 and is enclosed.

By letter dated October 6,1983, "G&E provided a response to the other remaining open item identified in Section 4.2.3.1 of Supplement 18. The enclosed input for Supplement 19 also provides an evaluation of this item.

Based on our review we have found that the licensee has provided an acceptable response to these open items and these matters are now closed by the enclosed SER Supplement 19 input.

Instrumentation and Control Design 4.2.3.1 Auxiliary Feedwater System Classification of Valves FCV-37 and -38:

In Supplement 18 of the SER, the staff evaluated the IDVP review of the Auxiliary Feedwater (AFW) Systen as addressed by Interim Technical Report 27, Rev. 1.

As not ed, the staf f requi res that the valve operators and control circuits for the isolation valves ( F C V-3 7 & -3 8 ),

which provide the steam supply to the turbine-driven AFW pump, to be classified by PG8E as safety related.

This is consistent with the Diablo Canyon FSAR c om mi tme nt to GDC 57 fo r these valves.

The classification of these valves we re the subj ect of the IDVP E0I File 8018.

By letter dated August 10, 19 83, t he li censee noted t hat the subject valves were procured and installed as Class 1E conponents and the valve operators have been reclassi-fied as Instrument Class 1 A (s a f e ty related).

This change in the i ns t ru me nt classification for the valve ope rato rs involves revising appropriate documentation and qualifi-cation files to reflect this change and confi rming t hat the related reviews are not affected.

Further, by letter dated October 6, 1983, the Licensee noted that the control ci r cui ts f or the valves are now classified a s safety related.

Based on this action, the staf f considers this matter closed.

. Single Relay Used to Terminate Steam Generator Blowdown:

In Supplement 18 of the.SER, the staff evaluated the IDVP review of the use of a single non safety related relay used to terminate steam generator blowdown on starting of of an AFW pump.

The IDVP had identified this aspect of

the design as a potential concern with regard to the cap-ability of the AFW system to satisfy the minimum design flow requi rement s for event s which may not result in a safety injection signal.

This concern was identified in E0I File 8047 and was addressed in ITR 27.

The staff had concurred with the conslusions of the IDVP that the AFW system satisfied the minimum design flow requirement without reliance on termination of steam gene'rator blow-down.

However, the use of a single non-safety grade

relay was not consistent with the design described on FSAR Figure 7.1-2, Sheet 15.

The staff noted that this was a matter it would pursue with the Licensee.

addition, in'the review of this matter the staf f had iden-tified other areas of the FSAR in which inconsistencies existed.

By letter dated October 6, 1983, the Licensee provided a commitment to correct the i dentified inconsis-tencies in the FSAR in the next FSAR update.

The staff finds that the Licensee's commitments to modify and re-classify as safety related the steam generator blowdown ci r cui t s, as noted above, resolve the conf li ct of the existing design with the design shown on FSAR Figure 7.2-1, sheet 15.

Further, the licensee's commitment to complete these modifications. prior to full power operation e

is acceptable since they do not involve protection which i s e s s e n't i a l t o p la nt saf ety nor wou Ld' t hey have any safety significance during low power testing.

Finally, the Licensee's commitment to correct the di sc repenci es in the FSAR descriptive material identified during t his r evi ew is acceptable since in no inst,nce were any prob-Lems found that were contrary to any Licensing c ri t e ri a or requirements.

Therefore, based on these actions, the staf f conside rs this matter closed.
