ACCEPTABILITY OF QA PROGRAM FOR DIABLO CANYO,1 (PG&E-BECHTEL)

By letter of August 13, 1982, PG&E submitted the quality assurance (QA) program description for the integrated project organization to bring Diablo Canyon Units No.1 and 2 to commercial operation.

The submittal included the response to our request for additional infonnation of August 2,1982, concerning a similar submittal made on June 18, 1982.

It also included a revised program description which clarified the scope of the project regarding the construction and preoperational testing activities.

We have rev.iewed the PG&E submittal of August 13, 1982 and find that it describes an acceptable QA program for the design engineering services, procurement services, and construction completion management services it covers.

Our review verified that the QA program described for the services covered has controls equivalent to the controls previously found acceptable in Bechtel's topical report on QA, "Bechtel Quality Assurance Program for Nuclear Power Plants,"

BQ-TOP-1, Revision 3A, October 1980.

For activities to be conducted by PG&E, the quality assurance program for operations as described in the FSAR will be u ti li zed.

We also find this acceptable.

PG&E should be informed of the acceptability of the August 13, 1982 QA program description.
