DIABLO CANYON / INDEPENDENT REVIEW COMMITTEE The attached letter from Morris Reich indicates his success in soliciting agreement from the listed individuals to serve as an oversight committee for portions of the staff's Diablo Canyon review. This 11st represents a tremendous pool of talent in the technical disciplines associated with seismic design. All of these people, with the exception of Drs. Amin, Kouts and Reich, are associated with universities or private research institutes. Drs. Kouts and Reich are of course from BNL and Dr. Amin is from Sargent & Lundy.

If we are to put this talent to optimum use I believe that we now must develop a committee charter which leaves them acceptable latitude to exercise their considerable professional judgement, and yet is definitive enough to cause the final committee report to be a document that strikes to the central issues surrounding the licensing of Diablo Canyon.

At the least I intend to use this group, or some of its members, to serve as an independent review of the confirmatory work being done for us at BNL. As you and I have discussed, however, a properly constituted group could be given a much broader charter and therein serve the interests of all parties.

We will be receiving some biographical data on each of the individuals on the list. However, either I or other people in CSE are familiar with the background of each of these' people and we are ready to discuss this matter at your earliest convenience.
