COMMENTS ON QA PROGRAM FOR DIABLO CANYON (PG&E - BECHTEL)

We have reviewed PG&E's June 18, 1982 submittal of the Quality Assurance Program for the integrated project organization to bring Diablo Canyon Units No.1 and 2 to commercial operation. We find we need an acceptable-response to the enclosed request for additional information in order to complete our review. We find the program acceptable otherwise.

REQUEST FOR ADDITIONAL INFORMATION QUALITY ASSURANCE PROGRAM BECHTEL POWER CORPORATION DIABLO CANYON PROJECT 260 QUALITY ASSURANCE BRANCH 260,1 The June 18, 1982 letter from PG&E states that PG&E and Bechtel have formed an integrated project organization. However, the enclosure to the letter is titled " Quality Assurance Program - Bechtel Power Corporation - Diablo Canyon Project." Clari fy.

260.2 To provide a better perspective of the integrated project organization, indicate by a B (for Bechtel Power Corporation) or a P (for PG&E) on figures 15-17 which organization is responsible to fill each block.

260.3 Discuss how PG&E (as the applicant) assures the quality of the work per-formed by the Project Team and/or by Bechtel (as a principal contractor).

For example, do PG&E personnel, apart from the project team organization, function in accordance with the Quality Assurance Program described in section 17.2 of the Diablo Canyon FSAR?

260.4 Differentiate between the responsibilities of the Project Quality Assurance Engineer (with the"QRE's Field Home Office" block below),

the Project Quality Engineer, and the APE Quality as shown on Figure 15.

List the responsibilities and authority of each.

For example, does each have "stop work" authority?

260.5 What individual (by position title) is responsible for the quality of the work performed by the Project Team and what individual (again by position title) is responsible for assuring the quality of the same work? Discuss how these responsibilities are met.

260.6 The fourth paragraph on page 1 of the Bechtel QA Program indicates that procurement may be by either PG&E or Bechtel. Verify that the company which places the purchase order will be responsible for supplier evalu-ation, supplier control, supplier audits, and source inspection, or indicate how these functions will be divided.

If PG&E does the procure-ment, will the PG&E procurement controls be in accordance with section 17.2 of the Diablo Canyon FSAR or will they be in accordance with the enclosure to the June 18, 1982 letter?

260.7 Discuss the involvement of PG&E's plant staff in the preoperational testing phase activities to assure familiarity with the plant during early plant operation.

260.8 Attachment 8 to the program description states: " Quality Control performs surveillance inspection over preoperational and startup testing."

It is not apparent that this organization (as shown in Figure 17) has personnel with the education / training / experience to perform meaningful surveillance inspection.

Discuss.

Also discuss the involvement of PG&E QC personnel in preoperational and startup testing to assure familiarity with the plant during early plant operations.
