SUBJECT:

IDVP/PG&E MEETING ON OCTOBER 21, 1982 A meeting was held on October 21, 1982 between the Independent Design Verification Program (IDVP) and the PG&E Diablo Canyon Project Organiza-tion. The meeting was attended by NRC staff as observers. The of the meeting was'to discuss issues (E01 8001 through E0I 8006) purpose related to the assumptions and applicability of the CONTEMPT computer code for determining environmental conditions resulting from a high energy pipe break outside containment. The issues had been raised by Stone and Webster Engineering Corporation (SWEC) during its review. A summary of the meeting in'the form of " Notes of Conference" were prepared by SWEC and are attached, including a list of attendees.

of 8001.

In respense :: E0I S001, Mr. Uffer (Quadrex) and Mr.'Cernell (DCP) generally agreed tha: :he CCNTEM?! program produced an incorrect te=perature. They believe that this was an isolated case resulting fro = 1 proper input and numerical ins:: bili-ties with the code (CONTEM?T).

Quadre:: stated that proper results could have been

_cbtained by alterin6~ either the input paraceters (e.g. vent area and fri:: ion fae:crs) er by reducing the ti=e step size.

4 SWIC rei:erated its written position.

SWEC further stated tha: a time step sensi:ivity s:udy has been perfor:ed with CONTEM?! and the results showed tha: air infice occurs

__ite;-

an: 'of the tire step chosen. SWEC also stated that the vent area is a fined F ysical pararecer and should not be changed.

Ir.e-ciscussion proceeded to input parameters to CC:;TE::PT described in E0I's S002, _

.03, anc 5004 Quadre reiterated the validity of applying a =cisture entr,ainren:

_:: del in the SG blowdown. SWEC =ade several clarifying and supporting statements for the necessity of perfor=ing additienal break si:e investigations if the entrainten: sdel is used.

2WEC ncted :ha: the turbine building analysis, perferred by SWEC,did not necessarily identify the worst case or highest te perature which could be pos:ulated to occur but resui:ed in a te perature higher than was previcusly calculated as the worst case by

the NSC anclyses previcusly supplied by PCSE to the NEC wera in cc pliance vi:h NUREG-05SS.

t The discussion proceeded :o E0I 5005, flooding analysis.

Mr. D. Munsen (Cuadrev) s:a:ed that the.ssc analysis is so conservative as :o completely bound all of the er'-

ors stated in the ECI.

5%IC sta:ed that, althou;h this may be true, the errers dis-cussed in the E01 cus be explicitly addressed in a revision to the analysis.

In the discussica cf EGI c034, SWEC stated that the NSC analysis did not ace:unt for the effect of adjacent c:cpar: ents.

A general co==ent by Mr. Connell,(DCP) was =ade concerning the ILV? classificction of the errors found in analyses.

Mr. Connell believed that scre cf the errors should have been classified ':y SWEC as "C" or "D" type errors, ra her than "A" or "E" errors.

SWEC reiterated its written position regarding error classifica:icn.
