DIABLO CANYON DESIGN VERIFICATION PROGRAM ACTIVITIES 07/12 THROUGH 07/16 I
1.
Meeting on Friday 07/09/82 of H. Schierling (Div. 'L) with' B. Lew (PG&E) to discuss the following:
(a) NRC and PG&E Management proposed status meeting - location. -
date and agenda (see item 2)
(b) Proposed meeting cn BNL report - location, date and agenda-(see item 3)
(c) Hosgri Report - discussion also included J. Knight, P. T. Kuo and B. Buckley of staff and H. Friend and R. Ashley of PG&E/Bechtel.
Issues were the need and method to update the Hosgri report.. Staff and PG&E will inquire with respective counsel.
PG&E will inform staf.f by letter of intended approach.
(d)
Interim Technical Report #3 (Qualification of Tanks) - Report will be issued shortly by Cloud /Teledyne:
is first report on completed technical task and staff comments regarding format are needed for future reports (ITR #3 not received as of 07/16).
(e)
IDVP - Phase II Plan (submitted 06/18/82) - Plan under staff'
-eview (see also item 7 and 8).
(f) Scope of Phase I/ Phase II - Staff stated in 04/27/82 acceptance letter that scope of Phase I regarding adequacy for reinstatement of license has not been decided; advised PG&E that issue is under consideration (see item 7).
(g) IDVP - Phase I Revision 1 (submitted 07/03/82) - Rev. I does not identify changes made in text.
Apparently many changes made in addition to those requested in 04/27/82 approval letter.
Teledyne requests approval of Rev. 1.
(Recommend that Rev. 1 be returned to Teledyne and all changes be identified through identification in margin or that only the requested changes be approved after review.
Letter to Teledyne needed).
(h) PG&E is updating the Project Schedule provided at meeting in Waltham (06/10/82).
PG&E provided revised schedule which is same but allows for slip.
Will be included in next semi-monthly report.
(i) PG&E inquired about status of investigation regarding allegations by concerned engineer (Board Notification 82-62).
No investigation currently in progress.

BNL Report Meeting - Meeting scheduled for 07/27/82 at Brookhaven for
.Teledyne (Cooper) to obtain additional information on BNL report. Meet-n ing will allow for information exchange between BNL and PG&E.. Meeting notice dated 07/16/82.

Commissioner Gilinsky Information Package - Prepared background
.information package on Diablo Canyon for Commissioner Gilinsky's trip to California.
5.
Semi-Monthly Report 17 - received reports from PG&E, Teledyne, Cloud, Reedy and Stone & Webster. Reports docketed and distributed, Board Notification initiated.
(Needed:
Board Notification approval).
6.
Letter to Reynolds and Gov. Brown (07/08/82) - requesting comments on Phase II of IDVP (see items 1.(e), 7).
7.
Scope of Phase I/ Phase II - proposed draft memo from Div. L to Div. E et. al. requesting comments on scope of Phase I/ Phase II in light of findings in first Interim Technical Reports.
(Reevaluation of requirements in Order CLI 81-30 urgently needed for meaningful review of Phase II IDVP plan).

Phase II Memo to Commission - responded to Comissioner Ahearne concern about staff approval of Phase II plan.
9.
PG&E/Bechtel QA Program - letter to PG&E regarding need for information and additional clarification of QA program; letter in concurrence with input from QAB and RV; expected to be issued week of 07/19.
10.
Status Briefing for Commission - prepared draft of status briefing paper for Div. L.
(Need comments).
11.
ITR - 1 Additional Verification and Sampling (06/09/82) - report under staff review.
Received input form OIE (06/24/82) and form Div. E (07/01/82).
Further detailed review underway by Div. E. Conclusion must be considered in item 7.
