TRIP REPORI FOR TcTmYNE ENGI1N SERVICES MEETING, NOVDBER 12, 1982 FOR DIABLO CANYON b

An inforn$ tion exchange 2neeting between PG&E and Tele' yne' Engineering Serhices d

(TES) was held in Waltha:n, Mass on November 12, 1982. The announced purpose..

of ~ the.neeting was to review corrective action plans.with respect to the annulus 1 structure. Tne meeting was attended by representatives from Diablo Canyon.

Project (DCP),. Robert L. Cloud Associates (RICA), Teledyne Engineering Services (IES), Broo&avenNational Laboratory (BNL) and the staff. A list of attendees is attached.

Detdiledfindingsandconcernspert$iningto.therehiewofthe 1981/1982 URS/Blune redel of the contaitraent were. discussed in the meeting. The primary.

. concern of TES.(Di s. Holly and Biggs) was. expressed in a letter from Ronald.Wray,-

TES to B. A. >bneatis, PG&E dated October 15, 1982. The two concerns, as su:r.arined in the letter are reproduced belcu.

1.

Wether the URS/Blb:ne consolid$ tion of radidl beams at the two lower levels, i.e.,ically o~r conservatively the 101 ft. and..

106 ft. elevatien, can. realist represent the structural stiffness and, hence, response of the radial bea:n numbers at those levels.

.-2.

Whether the strbetur$1 response deheloped from the condensed frame rode 1~s used by URS/Blume can account for the_ local.a:plified response for the.three. lower

~

levels at locations on the. tangential beans that span between the main radial beams or on secondary radial beams.which connect to tangential beams.rather than span be m een the polar crane wall and odter columns.

Rese concerns were also expressed in a letter frca Willia:a Cooper,.TES, to H. R. Denton, KRC, dated October 15, 1982. L e concerns expressed are cen-sistent with the results reported in NUREG/CR-2834 published in August, 1982.

the concerns of the IDYP with the flexibility of the pi,t$ched, which Ed TES has issued in.1982 EOI's977,1103,3006,3307,dt pe supports, ccr.pted stiffness of radial. beams in-the seismic rodel and the effect of tangential.

beamscon the local amplified response. spectra. 'IES expressed the concern that the effects of the secondary structure has not been analysed by either the structural discipline nor the piping discipline.

Scce of the conservatisms in the redeling were discussed by PG6E as a justificatica for the nodeling methods used. PG&E. stated that all of the pipe loads are assumed to reach their peaks sinultaneously as well as all the other loads in the load combination equation. Also the-piping supports do not necessarly react loads.in each of the three orthogonal axis sinultaneously, therefore any a. plification in a directica that does not influence the piping loads would not be of concern.

Corrective action plans for_the containment annulus structure were discussed.

_ Such. options.as... fixes involving action.taken at the structural levely or at the pipmg supports, were touched upon. Representatives from the Diablo Canyon Eroject (DCP) informd the neeting participants that,. currently,...

nodifications are being made to the steel framework of the. contai:raent_ annulus structure. Tnese rodifications. include changes in the member connectivity to

~ achieve more rigid joints instead of shear or pinned connections..One of the

-items discussed was changes to.the connectivity_between the. steel beams.and crane wall so that they cculd be considered virtually fixed. Tne possibility of taking credit for current damping values for the Diablo Canyon Plant design was also discussed.. Le cutcome of the discussions regarding plans.for.

corrective action was, that at this point, the DCP has as yet not nude any decisions with respect to any particular solution.

Scae $dditionEl ccderns were exoressed.by the IDVP with reg $rd to the horizontal floor res

~

horizontal analysis.rense spectra calculated for the annulus _ structure.of the The and thus only general concerns were addressed.

B e.IDVP requested.PG&E to provide a proposal on how the concerns of the IDVP shculd be resolved.
