Haddam Neck Plant Millstone Nuclear Power Station, Unit No.1 FSAR Update Milestones In October,1985(l) Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNECO) provided the Staff with a schedular plan for the update of the FSAR for gach of the indicated units, which was accepted by the Staff in November,1985t2)(3). Included in the plan were schedule milestones for submittal of certain documents, related to the FSAR update process, to the NRC.

The purpose of this letter is to provide the documents required by the Staff in fulfillment of the April 30, 1986 milestone. Pursuant to 10CFR50.71(e), this transmittal consists of one original and twelve (12) copies of each of the following documents:

o The Radiological Effluent Monitoring and Offsite Dose Calculation Manuel (REMODCM) and Plant Process' Control Program (PCP), which are required to be maintained in accordance with the Radiological Effluent Technical Specifications (RETS) - FSAR Chapter 11.

Summary Description ..

Radiolgoical Effluent Monitoring and Offsite Dose Calculation and Process Control Program The purpose of.' Radiological Effluent Monitoring and Offsite Dose Calculation Manual (REMODCM) and Process Control' Program -is to meet .the. intent of 10CFR50 and provide the sampling and analysis programs. The purpose 'of the Process Control. Program is to ensure proper waste form and classification'per.

10CFR20 for solid radioactive waste for calculating liquid and gaseous effluent concentrations and offsite doses. Guidelines- are provided ' for operating radioactive waste treatment systems in order that offsite doses are kept as-low -

as-reasonably-achievable (ALAR A).

The Radiological Environmental Monitoring program outlined within the~ manual -

provides confirmation that the measurable concentrations . of radioactive .

material released as a result of operations at the Millstone Site are not higher than expected.

In addition, the manual outlines the information required to be submitted to the NRC in both the Annual Radiological Environmental Operating Report and the-Semiannual Radioactive Effluent Release Report.

FSAR Chapter 12.0L Summary Description Northeast Utilities Corporate ALARA Program-It is Northeast Utilities corporate policy to' implement a program that meets the intent- of 10CFR20 and ensure that occupational radiation ' exposures at its nuclear _ facilities are kept "as low as reasonably achievable" (ALARA). The

program is
described in . the ALARA . Manual and contains management-philosophy, . objectives and ~ guidelines. - The - responsibilities of - specific organization elements within Northeast Utilities are identified in the Manual.

. The ALARA program ensures that:

o Annual exposures (rem) to individual personnel are ALARA; If o Annual collective exposures (person-rem) to all personnel'at a unit are ,

l ALARA; l- o Design of new units and backfits or modifications to operating units are done so that based on cost. benefit evaluations, the collective dose is

ALARA;

] o Maintenance work to operating ' units is accomplished 'so that the collective exposure is ALARA; and,-

o Individual exposures within various ' work groups are balanced to be

. consistent with experience, manpower availability and existing agreements.

emergency planning, including uniform procedures for emergency ' response, .

training, and the performance of periodic drills and exercises.'

p NU's emergency response philosophy is to utilize a coordinated-team approach to-j> identify and analyze the event, classify the event in the required time, promptly -

1 notify state and local officials, and prevent further degradation of plant systems, .

i' The NU emergency response organization is an on-call organization' designed to

.. coordinate and apply. the required resources to efficiently deal'with nuclear ' ,

j incidents. This organization at the affected . station and. corporate office.

! replaces the line functions within Nuclear. Engineering and . Operations in matters ;

} related to the emergency response actions. Sufficient resources are provided to j assure the.necessary emergency response actions for. the protection 'of public -

Summary Description .

Northeast Utilities Quality Assurance Proaram Topical Report Northeast Utilities-(NU) has developed and. is l'mplementing a comprehensive Quality Assurance Program to assure conformance with established regulatory

- requirements, set forth by the . Nuclear. Regulatory Commission =(NRC),,and .

accepted industry standards. ' The. participants-in the NU Quality Assurance Pr:, gram (NUQAP) assure. that the design, procurement',' construction,r testing, operation, maintenance, repair, and modification of nuclear power plants are performed in a safe and effective manner.

The NUQAP Topical Report complies with the requirements : set forth in Appendix B, of 10CFRPart30, along with applicable sections' of' the Safety -

Analysis Report (SAR) .for each license application, and is responsive to Regulatory Guide 1.70, which describes the information which is presented in the Quality Assurance Section of the SARs for nuclear power plants.

This NUQAP is also established, maintained and executed . with regard to -

Radioactive Material Transport Packages as allowed by 10CFR71.101(f). ,

The NUQAP is submitted periodically (l) to the ' NRC in accordance with 10CFR50.54(a).
