. SUBJECT: NRC INSPECTION REPORT 50-361/98-21; 50-362/98-21 AND NOTICE OF
VIOLATION
Dear Mr. Ray:
From December 7-11,1998, a physical security inspection was conducted at your San Onofre
o

Nuclear Generating Station, Units 2 and 3 reactor facilities. The enclosed report presents the
-
scope and results of that inspection.
During this inspection, one violation of NRC requirements was identified involving the failure to

l perform annual training of security cfficers. The training and qualifications plan requires a
L
Especific course of fire for each weapon carried by the armed security officers. The inspector
'
determined that most of the armed security officers had not received training on one of the
<
j
required courses of fire. The violation is cited in the enclosed Notice of Violation (Notice) and
j
the circumstances surrounding the violation are described in detail in the enclosed report. The
l-
- NRC has concluded that information regarding the reason for the violation, the corrective
!
actions taken and planned to correct the violation and prevent recurrence is already adequately
addressed on the docket in the enclosed report. Therefore, you are not required to respond to
ll
this letter unless the description therein does not accurately reflect your corrective actions or
l
l
. your position. In that case, or if you choose to provide additional information, you should follow
the instructions specified in the enclosed Notice.
~ In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of thia letter, its

enclosure (s), and your response will be placed in the NRC Public Document Floom (PDR).
