Northern States Power Company Docket Nos. 50-282, 50-306 As a result of the inspection conducted on August 13 through September 25, 1989, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the following violations were identified:
1.
Technical Specification 3.14.A.2.a requires the licensee to establish, within one hour, a fire watch to inspect the fire detection zone which has less than the minimum fire detection instrumentation operable.
On August 29, 1989, fire protection Zone 74 was placed in bypass which rendered all of the Zone 74 fire detection instrumentation inoperable.
Contrary to the above, the licensee did not establish a' fire watch in fire Zone 74 after placing it in bypass for a period in excess of 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.
This is a Severity Level IV Violation (Supplement 1).

Technical Specification 4.1.A requires the licensee to test the loss of voltage logic channels of each 4ky safeguard's bus monthly.
Contrary to the above, the licensee did not test the loss of voltage

logic associated with 4ky safeguards bus 26 during the month of August.

This exceeded the maximum surveillance frequency of T.S. 4.1.A. by a period of six days.
This is a Severity Level IV violation (Supplement 1).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement of explanation in reply, including for this violation:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause
