The purpose of this letter is to provide the special circumstances per 10 CFR 50.12 (a) (2)i1 that warrant granting the requested test exerrption (Reference a).
As indicated by the Reactor Cuilding Integrated Leakage Rate Test (ILRT)
Report submitted to the NRC on January 25, 1985, the performance of a short duration (8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />) ILRT (Type A. Periodic) will satisfy the underlying purpose of 10 CFR 50 Appendix J. Section Ill.A.3(a). Although the January 25, 1988 test report was based upon a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period, satisfactory results were obtained after the initial 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />.
If the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> duretion test is performed, the Mass Point Analysis technique of ANSI 56.8 1981 will satisfy the underlying purpose of 10 CFR 50 Appendix J. Section !!!.A.3(a).
