Additional Information-to Support the F* Technical Specification Extension Gentleme'n:: On December:18, 1989, South Carolina Electric and Gas Company (SCE&G) held-a telecon with NRC personnel-to discuss the Technical Specification Change Request to extend the application of the F* tube plugging criterion for the life of the steam generators. During the telecon, SCE&G volunteered to prov.ide several sample eddy current-lissajous figures which demonstrate acceptable and unacceptable:F* candidates. Attached please find a brief description of F* application at V. C. Summer Nuclear Station and sample eddy current lissajous figures for 12 steam generator tubes.       .insitu bobbin coil eddy current results. The specific criteria as defined by V..C. Summer Nuclear Station (VCSNS) Technical Specifications section,          ,

4.4.5.4.a.10, for F* distance is: F* Distance is the distance into the tubesheet from the face of the tubesheet or the top of the last hardroll, whichever is lower (further into the tubesheet), that has been conservatively chosen to be 1.6 . inches. 1 I As defined by section <.4.5.4.a.11, for F* Tube: i l F* Tube is the tube with degradation equal to or greater than 40%,

              'below the F* Distance and not degraded (i.e., no indications of cracking) within the F* distance.
      .This criterion applies to steam generator tubes found to contain anomalies in
       -the full mechanical rolled tubesheet region. The F* criterion has been applied during the two previous refueling out. ages at VCSNS.

The application of the F* criterion uses two independent teams of interpreters. Each team reviews acquired eddy current data to identify any anomalies within the tubes. All anomalies found in the tubesheet region are conservatively reported as 40% or greater through wall depth. The findings of_each team'are compared and any differences resolved. The resolved findings'are then reported to a person independent of the data interpretation who oversees the remainder of the process. The next sequence in application is to establish the hard roll contact point within the tubesheet for each tube, on an individual tube basis. This point is established by the Engineering Services department, using the.tubesheet roll profile for each tube found to contain an anomaly. After establishing a hard roll contact point, the F* distance is subtracted, and a comparison of the elevation of the location of the anomaly and the F* location for each tube is made. The determination whether to plug / repair the tube or leave the

tube in service, is based on the outcome of this comparison.

The attached lissajous figures are random samples from the October, 1988, refueling outage. Sample Figure 1 is a tube with degradation at an elevation which leaves less than the 1.6 inches required for F* application, therefore this tube was eliminated as a candidate prior to establishing an F* location. Sample Figures 2-6 are tubes for which F* was applied. Sample Figures 7-12 are tubes which have reported degradation at elevations which initially

L qualify for F* disposition, but upon evaluation of the hard contact point, p failed F* application. The samples provided:show four figures-for each tube (with the exception of

 .                   Figure 1~which does'not qualify for F* based.on the anomaly location =shown in Figures A and B). Figures A and B are from reported indications with normal bobbin coil analysis. In each lissajous figure one of two mix channels are

                  ! displayed. The trace patterns noted in Figure A are standard two frequency      -
                 -' mix channels for suppression of support plate /tubesheet interfaces. responses.

The trace patterns noted in Figure B are a four frequency suppression. ~ , technique. This technique minimizes the effects of support plate /tubesheet interfaces and inner diameter roll transition signals for evaluation of relevant-flaw information. . Figures C and D are the tubesheet profiles for each of the subject tubes. These profiles are generated from the bobbin coil response and provide'for assessment of the hard contact point on an individual tube basis. Figure C shows the-top 2 inches of the tubesheet region, the transition zone and

several inches of nominal' unrolled tube above the tubesheet secondary face. ,

Figure D shows the entire' tubesheet region, the transition zone and several
